For a class, do i create blog or website? Blogs *are* websites. They just have a software front-end that makes them easy to create. Websites are very general. Blogs are basically limited sites in which provide essays organized chronologically. If you have a series of files, say excel data files, and powerpoint presentions, these might be better organized as a web site. The blog's got no where to put them.
So, for a course, perhaps it needs to have a website as its foundation, along with a blog loosely attached.
If my course has multiple modules, should i have a blog for each module? this will allow me to have multiple posts relating to that module, as well as comments.

I'm glad you raised these questions. Exactly what I've been asking myself too. I'm trying to figure out whether and where blogs will fit with my course web site, where I have tons of information that ... at least for now ... seems easier to manage than the blogs. But that's just because I'm a novice.
